They are definitely rawhide. And it is good tough rawhide. It has some age to it apparently, but no detailed history or provenance.
These are well made. There appears to be machine stitching ... could even be from an old treadle leather stitching machine. The auction house I got them from called them "dog saddle bags". Would have had to be a pretty tall dog, as these are 16" plus.
Stiff, no visible crazing or deterioration of the rawhide. For display, for use, for education on parfleche making. You can decide.
